EPA 608 Universal is a federal requirement under Clean Air Act Section 608 for any technician who purchases, handles, or recovers regulated refrigerants. The Universal credential covers Type I (small appliances), Type II (high-pressure systems), and Type III (low-pressure chillers) in a single exam — which is why the vast majority of HVAC employers require Universal rather than a type-specific card.
EPA 608 Universal is non-negotiable for any role involving refrigerant — which covers nearly all HVAC service work. Without it, a technician cannot legally purchase refrigerant or perform system service, making it a hard gate on employment. Employers prefer Universal over type-specific cards because it eliminates equipment restrictions: a technician with Universal can work on any system without the employer checking which type card they hold.
